Mr. Moneer Othman is a participant in the research project Access to Justice in Libya organised by the Center for Law and Society Studies at the University of Benghazi in cooperation with the Center for Law, Governance and Society Studies at Leiden University in the Netherlands. He was part of the first thematic phase on justice seekers with a study on grievances and transitional justice issues arising from the application of the usurpation laws issued after the September 1969 coup, which subjected all usurped agricultural lands Law 123 of 1970 regarding the disposal of state-owned agricultural and reclaimed lands.
